Depending on the exact percentage, check with your loacl laws--you may actually be able to sell it as non-alcoholic beer, which would give you a wider range of people to sell it to, as the minimum age on drinking nonalcoholic beer is usually 18. In my state, nonacoholic beer is beer with, I believe, 1% alcohol or less--basically, even if you chugged the stuff, the liver's going to metabolize it faster than it'll actually affect you.
